Regulated rail fares in England will rise by 4.6% in January, the transport department confirmed on Saturday, the steepest increase since 2013.

The rise applies to season tickets, off-peak returns and most commuter fares. Ministers said it was below the formula of inflation plus one percentage point used until 2023.

Passenger groups pointed out that punctuality had fallen for three consecutive years. “People are being asked to pay more for a service that has got worse,” one said.

The rise takes the cost of an annual season ticket from Brighton to London above £6,000 for the first time.
