The Lords bill is a half-measure. Pass it anyway
A retirement age and the end of hereditary seats are not reform. They are the preconditions for it
The bill that cleared the Commons this week does not make the House of Lords elected, smaller or accountable. It makes it slightly less absurd. That is worth having.
Every attempt at full reform since 1911 has failed because it tried to settle everything at once. This bill settles two things, both overdue, and leaves the argument about appointment for another day.
The Lords will amend it. The government should not blink.
