Edinburgh's festival cap is the first honest decision it has made in years

A city is not a venue. Someone finally said so

For a decade the fringe has grown as if the city it sits in were infinite. It is not. The people who live in it have been saying so, and this week, for the first time, the organisers agreed.

A cap on tickets will cost some shows an audience. It will also mean a performer can find a room to sleep in for less than a month's wages, which is the condition on which the whole thing depends.

It is a small decision. It is also the first one in years that treats Edinburgh as a place rather than a stage.
